4.1.1 - The repository shall identify the Content Information and the Information Properties that the repository will preserve.

Merritt has no prescriptive eligibility requirements for content contribution, beyond the ability to identify the set of files that collectively compose the submission package.  Merritt customers can submit content in any genre, form, and structure., and this content may be accompanied (or not) by metadata in any form.  The baseline preservation obligation of Merritt is to ensure the bit-level integrity of object content and metadata.  UC3 will expend its best efforts to ensure the viability of higher level significant properties.  This effort is conditioned by the form and structure of the content, the degree to which it is accompanied by adequate metadata, and the general state of preservation understanding and tools.
